In John, chapter 3, we have the record of a conversation Jesus had with a very well known character named Nicodemus. Nicodemus was very highly regarded and had the reputation of being the key teacher in Israel at the time. Jesus said to Nicodemus, "Unless a man is born again, he cannot see the kingdom of God."
Now, Jesus, right off the bat, is offering two alternatives: those who will see, or as He says a little later on, those who will enter the kingdom of God, and those who will not. He says the critical issue is that a person must be "born again," if they are to see and to enter the kingdom of God.
